Low/Restricted Income Housing?

TLDR; Can anyone help me out with the process for finding/applying for low income housing?

A Californian my whole life, my husband and our two kids moved to Washington State August 2024. Our situation has changed and I'm now looking to move back to California with my kids. I will be the only income in our home as a single mom. Due to this being an out of state move, I'm really curious about the process for getting into low/restricted income housing. More Specifically:

- Do I apply to each city? The county as a whole? Each individual apartment complex?

- Does the waitlist vary based on complex? What is the average wait time? Wait time is super important as an interstate move requires a lot of planning in advance.

- What are the income requirements? As the only provider in the home, meeting the normal 2.5+ minimum is impossible. I assume the minimums for low income housing are different?
