Is it still possible to get Ghost Panter and Weapon Hex biometrics for free?

Like the title says, I would like to get Ghost Panther and Weapon Hex. I used to play the game in its early stages around 8 years ago I think, and I had Ghost Panther 5 stars from getting his biometrics for free. But I lost that account. So few years later I created a new account but didn't get Ghost Panther then. After a couple year hiatus, I am now here in the present day back and wondering why I can't get Ghost Panther anymore.

Is it possible to get his biometrics early on without having to fork out a single cent? Currently my agent badge level is 15, other level at 23 I believe. My best character is my only Tier-3, Black Bolt. Any advice as to how I can get Ghost Panther back? I miss playing him a lot, and have come to realise how much of a meta character he is.
