Noisy neighbours

Hey guys, A friend of mine is moving to Timișoara soon. He will work from home, and he enjoys his quiet time. He asked me an interesting question : how likely is it to have noisy neighbours in your surroundings. Are Romanians generally prone to such things? He currently lives in Serbia and he had no such issues. I am conscious that evaluating this objectively is just impossible. Just looking for some replies out of personal experience, so that he can evaluate the situation based on other people's experience.
